I downloaded the windows 10 update assistant and it was able to update with that. This did not fix the problem for me. I also ran the Surface Diagnostic Tool, which also did not fix the problem. I got around it by downloading the "windows health check app" and it installed Windows Not the best solution but it worked flawlessly and all my stuff is just like it was. I can update just fine now.
